Structural Damage to Sewer Line in Estate Carlton
The Division of Environmental Protection (DEP) is investigating reports that
a sewage gravity line has sustained structural damage. The line is located
in a grassy field east of plot No. 99, in Estate Carlton, on St. Croix. As a
result of the damage line, the surrounding ground has collapsed, leaving an
open hole exposing the sewage flow within the pipe. Due to the collapse, a
strong sewage odor is currently blanketing the area......Continued. |

Earth Change Permitting Changes
Effective November 15, 2007,
DPNR will implement the use of new user-friendly earth change permit
application forms in the second tier of the coastal zone. Three types of
earth change permit application forms have been developed for Gut
Clearing/Brush Clearing, Single Residence, and Major Development,
respectively. These application forms are available from the Division
of Permits and can be downloaded from
www.forms.dpnr.gov.vi. Please
be advised that after November 15, 2007, the old earth change permit
applications will no longer be accepted.

Change Permit recipients that according to the law, they must
employ erosion and sediment control practices. These are
recognized as Best Management Practices (BMPs), and must be
implemented at all areas where property is cleared, graded,
filled, or otherwise disturbed for any purpose or use.

This includes any local or federal agency. A copy of the permit MUST be visibly posted on site. Noncompliance of permit conditions can cause increased runoff, severe erosion, and desecration of our coastal ecosystem. Help us protect our beaches
and marine life. If you don’t see permit signs posted at construction

Public Advisory Notice -
Sewage Overflow in the Estate Williams Delight
Area
The Division of Environmental Protection (DEP) is investigating two
unrelated sewage overflow reports. A sewage pipe line has sustained
structural damage in the Estate Williams Delight area. The Department of
Public Works’ road cleaning crew was in the process of using a heavy
machinery to clean a gut and subsequently damaged a sewage gravity pipe
line. Sewage is flowing south into the gut adjacent to plot 1092 and to
other properties within the area.

Field Remedial Site
Robert S. Mathes,
Commissioner Designee of the Department of Planning and Natural
Resources (DPNR) is reminding owners and operators of wells located
within or near the Tutu Wellfield site that they should NOT be pumping
their wells. The United States Environmental Protection Agency
(EPA) is currently conducting groundwater remediation activities at the
site to mitigate the plume of contamination.

Public Advisory - Sewage Bypass at Gallows Bay Commissioner Dean C. Plaskett, Esq., of the Department of Planning and Natural Resources (DPNR) announces that the Division of Environmental Protection (DEP) investigated a sewage bypass in the Gallows Bay Area on St. Croix. The bypass is emanating from a partially open manhole adjacent to the Schooner Bay Condominium. It appears that a restriction in the sewage line is causing the overflow of sewage onto the street which then migrates and pools on the grounds of St. Croix Marine’s boat yard. DPNR is advising the public to avoid the area around the affective manhole, especially children and adults with compromised immune systems. Standing or running water in these areas may contain contaminants or pollutants harmful to human health. DPNR will continue to monitor the impacted area. Public Advisory Storm-water Run-off: Commissioner Dean C. Plaskett, Esq., of the Department of Planning and Natural Resources (DPNR) announces that, as a result of recent heavy rainfall throughout the Territory, the Division of Environmental Protection (DEP) advises the public to refrain from swimming, fishing and bathing in coastal waters that have been impacted by storm-water runoff. DPNR further advises parents to keep children away from storm-water-impacted beaches as well as areas with manholes and storm-water flooding. There may be an elevated health risk to anyone swimming in storm-water-impacted areas as a result of increased concentrations of bacteria. All persons should also be aware that storm-water runoff may also contain contaminants or pollutants harmful to human health and therefore all persons should avoid areas of storm-water runoff (i.e. guts, puddles, and drainage basins.
DPNR will continue to
monitor the impacted areas and update the public. For additional

DPNR Award Grants to Schools for NPS Programs:
The Department of Planning and Natural Resources
announces that the Division of Environmental Protection has developed a
pilot program for youth to study environmental and non-point source
pollution issues. Through its “Youth Putting a LID (Low Impact
Development) on Non-point Source Pollution” program, the division of
Environmental Protection intends to increase the level of environmental
awareness among public schools and the community at large.....

King Airport Terminal Building will be closed today due to a strong sewage stench emanating from the nearby sewage treatment facility. The commissioner
apologizes for any inconvenience this may cause. The St. Thomas office
will reopen tomorrow, Tuesday, October 17, 2006. |

DPNR-St. Thomas Closes
Offices for the Day: Commissioner Dean C. Plaskett, Esq., of
the Department of Planning and Natural Resources announces that the St.
Thomas offices located at the Cyril E. King Airport Terminal Building
will be closed today, Friday, July 14, 2006 due to a chemical odor
emanating from the Air Conditioning vents. It was reported that the Port
Authority was conducting maintenance work on their A/C units when the
odor started to occur. The commissioner apologizes for any inconvenience
this may cause. Offices will be open on Monday, July 17, 2006. |
