DPNR Captures 7 Foot Snake In La Grange
Last Thursday, August 21,
the Division of Fish and Wildlife (DFW) received a phone call from a
resident in Estate La Grange reporting that a very large snake was found
crawling in their driveway. Jennifer Valiulis, Wildlife Biologist and
Dr. William Coles, Chief of Endangered Species and Environmental

DPNR to Hold Public Meeting with
St. Thomas / St. John Marine Community
The Department of Planning
and Natural Resources announces that a public meeting will be held to
discuss plans of enforcement actions in the marine sanctuaries
throughout the St. Thomas/St. John district, particularly Christmas
Cove, Secret Harbor, and False Entrance. The meeting will be held on
Wednesday, August 27, 2008 at 9:00 a.m. at the DPNR Main Conference Room
at the Cyril E. King Airport Terminal Building. All boaters and owners
of live-aboard vessels in these sanctuaries are encouraged to attend

Sewage Release Near JFK Housing Community
The Division of
Environmental Protection (DEP) has received reports that a gravity line
has failed. The failed section of the line is located in the middle of
the street adjacent to the Pueblo Shopping Center in Estate Golden Rock.
Currently, the Virgin Islands Waste Management Authority is excavating
the area to repair the line. As a result of the failure, sewage has

Derelict Vessel in Christiansted Harbor
The Department of Planning
and Natural Resources has determined that a 40’ Blue Trimaran has been
considered derelict and abandoned in the Mooring Site at the
Christiansted harbor. DPNR investigations reveal that the derelict
vessel poses a potential danger to the environment and to the navigation
of other vessels. The Department is requiring removal of this derelict
vessel by its owner within thirty days of this notice....Continued. | |

DPNR Warns of Jelly-Fish Sightings
The Department of Planning
and Natural Resources announces that The St. Croix East End Marine Park
(STXEEMP), a program within the Division of Coastal Zone Management is
advising the public about recent sightings of Portuguese Man-of-War
jellyfish in Robin and Great Pond Bays. The jellyfish have been seen
both in the water and on shore. The jellyfish are pink or purple,
translucent with numerous long, stinging tentacles. The tentacles remain
toxic and can produce a sting even after washed ashore. As such, the
tentacles should be avoided if a Portuguese Man-of-War is encountered in
the water or along the shoreline. If stung, affected skin areas can be
rinsed with seawater (fresh water will set off more stinging cells) or
household vinegar. If a serious reaction results from the stings,
medical attention should be sought. For more information please call the

Solar Lights Light Up St. Croix Parking Lot
The V.I. Public Defenders
Office demonstrated at an Open House last week that government agencies
can work together efficiently to curb the Virgin Islands’ dependency on
foreign oil. The Public Defender’s Office received grant money from the
Virgin Islands Energy Office, a division of the Department of Planning
and Natural Resources, in April of 2007 and had five solar lights
installed in the parking lot around its building in Clifton Hill within
the year.

Wildlife Conducting Bat Surveys
The Department of Planning
and Natural Resources’ Division of Fish and Wildlife and Island
Resources Foundation, in association with the University of Scranton,
PA, are conducting research on the bats of St. Thomas and St. John. This
research is to determine the bats habitat use and distribution. The
public is invited to attend a special survey session to learn about the
project, see some bats up close, and find out how to protect bats in the

Structural Damage to Sewer Line in Estate Carlton
The Division of Environmental Protection (DEP) is investigating reports that
a sewage gravity line has sustained structural damage. The line is located
in a grassy field east of plot No. 99, in Estate Carlton, on St. Croix. As a
result of the damage line, the surrounding ground has collapsed, leaving an
open hole exposing the sewage flow within the pipe. Due to the collapse, a

DPNR: Earth Change Permitting Changes
Effective November
15, 2007, DPNR will implement the use of new user-friendly earth change
permit application forms in the second tier of the coastal zone. Three types
of earth change permit application forms have been developed for Gut
Clearing/Brush Clearing, Single Residence, and Major Development,
respectively. These application forms are available from the Division of
Permits and can be downloaded from
www.forms.dpnr.gov.vi.
Please be advised that after November 15, 2007, the old earth change permit
applications will no longer be accepted.

Williams Library To Host Tour For Hispanic Students

Williams Public Library in Christiansted, St. Croix will be hosting a tour

Oil Spill at Wyndam Behind the Pineapple Village
The Department of Planning and Natural
Resources advises the community that the Division of Environmental
Protection (DEP) received a report on October 8, 2007 from Wyndham Vacation
Owners on St. Thomas, of an oil spill on their property behind The Pineapple
Village running into an adjacent gut. This illegal discharge running into
the gut leads into Water Bay, which is designated as Class “C” waters of the
Virgin Islands. The National Response Center was informed of the
incident and DEP immediately began mitigation efforts.

Hydrogen Sulfide (Sulfur Dioxide) Release at HOVENSA
The
Department of Planning and Natural Resources announces that the Division of
Environmental Protection investigated reports this morning of a sulfuric
odor affecting the Christiansted area. The investigation found that between
9:45 and 11:00 a.m., according to HOVENSA, a compressor in the FCC complex
failed and the product line was redirected to the low pressure flare at the

DPNR Reminds Public Of Extended Conch Closure Season
The Department of Planning and Natural Resources
reminds the fishing community that the Territorial conch closure season has
been extended until JANUARY 1, 2008. St. Croix conch landings by
commercial fishermen have exceeded sustainable levels since the 2000-01
seasons. In 2005-06 the commercial harvest was over four times the
sustainable levels. There is also a significant recreational

The Department of Planning and Natural Resources is pleased to announce that Mr. Myron Jackson, former Director of the State Historic Preservation office, will now be leading the Virgin Islands Cultural Heritage Institute as its Executive Director. Mr. Jackson has been with the Historic Preservation Office for over 28 years, the last seven of which he served as Director. Over this nearly three decade period, Jackson has served in various capacities to include Senior Planner, Cultural advisor to Former Governor Alexander Farrelly from 1991-1994, and Curator for the Virgin Islands Cultural Heritage Institution from 1993 to1995. The ruptured section of the Force Main is located in the middle of the street just before the entrance. The failed pipeline has created a sizable pool which is located behind Building B. | | 17-Aug-2007  | PUBLIC ADVISORY: Hurricane Dean The Department of Planning and Natural Resources (DPNR) announces that in anticipation of Hurricane Dean’s rains this weekend, the Division of Environmental Protection (DEP) expects the usual negative environmental impacts caused by storm-water runoff. There may be an elevated health risk to anyone swimming in storm-water-impacted areas as a result of increased concentrations of bacteria and other pollutants. Therefore, DPNR advises the public to refrain from using the coastal waters throughout the Territory until further notice. DPNR also advises parents to instruct their children to keep away from storm-water-impacted beaches as well as areas with manholes and storm-water flooding. | | 9-August-2007  | St. Thomas Fisherman to be Fined For Illegal Fishing The Department of Planning and Natural Resources was recently notified by NOAA Fisheries that they had issued a Notice of Violation in the amount of $8,000 to St. Thomas fisherman Reynaldo Turbe for illegal fishing in the Hind Bank Marine Conservation District this year. Mr. Turbe, who had admitted to NOAA Fisheries agents to fishing during the Red Hind spawning aggregation, was apprehended following numerous complaints by local fishermen during a combined DPNR-NOAA fisheries operation.
